FPSC vs PPSC: What's the Difference for Job Seekers?
How the Federal and Punjab Public Service Commissions differ: which jobs each recruits for, how their tests are structured, and how to prepare for both.

Both the Federal Public Service Commission (FPSC) and the Punjab Public Service Commission (PPSC) recruit for government jobs, and both use written tests and interviews. But they serve different governments, and their tests are often structured differently. Knowing the difference helps you plan your preparation.
Who they recruit for
FPSC recruits for the federal government: federal ministries, divisions, attached departments and federal services. It also conducts the CSS (Central Superior Services) competitive examination.
PPSC recruits for the Government of the Punjab: provincial departments, boards, authorities and Punjab-based services. It also conducts the Provincial Management Service (PMS) examination for Punjab.
Each other province has its own commission (KPPSC, SPSC and BPSC), which works in a similar way for its own province.
How their tests are structured
Both commissions publish the test scheme with each advertisement, and schemes vary by post. Some general patterns:
PPSC often uses a single MCQ paper for general posts. For example, the General Ability paper for posts like Assistant (BS-16) and Junior Clerk (BS-11) is 100 marks in 90 minutes, covering general knowledge, Pakistan Studies, Islamic Studies, English, Urdu, mathematics, everyday science and computer skills. Professional posts often have “qualification related questions” instead.
FPSC schemes for many posts combine a general part with a professional part. For instance, several FPSC advertisements in 2026 described a 200-mark scheme with Part-I covering English and general ability or rules, and Part-II covering the professional subject, with negative marking of 0.25 per wrong answer and a stated qualifying percentage.
The practical difference: for many FPSC posts you must prepare a professional subject as well as general knowledge, while many PPSC general posts are entirely general ability.
Which should you apply to?
You can apply to both, as long as you meet each advertisement’s requirements. Consider:
- Domicile: PPSC posts are generally for Punjab domicile holders, sometimes limited to specific districts; FPSC posts are allocated through provincial and regional quotas.
- Posting: federal posts may be in Islamabad or other cities depending on the department; Punjab posts are within the province.
- Preparation overlap: general knowledge, Pakistan Studies, current affairs and English help with both.
Preparing for both at once
- Build a strong general base: Pakistan Studies, current affairs, English and general knowledge appear in almost every scheme.
- Add the professional subject for FPSC posts that require it, using the syllabus attached to the advertisement.
- Practise with negative marking switched on if your FPSC scheme uses it. Our guide on when to guess explains the maths.
Always check the scheme for your post
The most important rule for both commissions is the same: the scheme and syllabus attached to your advertisement are what count. Two posts in the same advertisement can have completely different tests.
